Without Signature was a political conflict between the Judicial Congress and the President of the SMP that began on January 25th, 2022, and ended on January 29th, 2022. It became the second major conflict on the SMP.
The conflict began after the Judicial Congress held a weekday session on Tuesday, January 25th, 2022, where they adopted the 3rd Whitelisting Act. The bill has remained unsigned by the President along with other recently passed bills like R. 1-11, R. 1-8, and the Villager Act. The conflict has caused a major delay in policy officially taking effect. While the Judicial Congress can override a veto. The Constitution doesn't declare if a bill that was passed unanimously needs a signature by the President to become law.
This conflict would result in a future Constitutional amendment proposal that would cap the issue from reoccurring.
On January 25th, the Judicial Congress adopts the 3rd Whitelisting Act and sent it to the President for a signature.
In a later legislative session, with the President observing, the Judicial Congress passes 3 bills that expanded world exploration and established the DOJ and DOD. The 3 bills would be sent to the President for a signature but left before he could sign them.
The next day on January 29th, election day, President BBLB_YT officially signed 4 bills that were waiting to become law, ending the conflict.
Future SMP governments would avoid having legislation or policy requiring a sign-off after being passed by elected representatives.
