Resolution 1-8

Resolution 1-8 or (Res. 1-8, Resolution of the First Judicial Congress, Number 8) was a legislative resolution passed by the 1st Judicial Congress that established the Department of Development along with the Cabinet position "Secretary of Development". This resolution was along with Res. 1-11, which established the Department of Justice. The bill was passed by the Judicial Congress on January 28th and signed into law by President BBLB_YT on January 29th, 2022.

On February 1st, 2022, President BBLB_YT appointed the first Secretary of Development, RiceMaster_, who was confirmed on January 2nd.

The 2nd Judicial Congress amended Res. 1-8 in Res. 2-4, which granted additional duties and powers to the department involving server tournaments and events.

An act for the management Spawn and rental governance, henceforth, the establishment of the Department of Development.

DEFINITIONS: 1.18 Asian SMP shall be referred to as "the SMP". The Secretary of Development shall be referred to as "the Secretary". The Department of Development shall be referred to as "the Department".

ESTABLISHMENT

Let it be enacted, with the Judicial Congress assembled, that there shall be an Executive department, the Department of Development, and that there shall be a head officer therein, to be called the Secretary of Development, who shall perform and execute such duties entrusted to them by the President of the SMP, committees, or instructions of or from the players.
The head officer shall be appointed by the President of the SMP with the advice and consent of the Judicial Congress.

DUTIES

The Department shall have the power to set policies that regulates Spawn's rentable plots.
The Department shall have the power to establish and manage rental costs and fees.
The Department shall be responsible for the upkeep of Spawn and other Common areas in other dimensions.
The Department shall have the power to develop plans for Spawn and other Common areas in other dimensions. Plans of which shall require consent from the Judicial Congress to enact.
The Secretary shall report to the President.
The Secretary shall yield rent and fee payments to the Treasury department.
The Secretary shall communicate to the Treasury and/or the President regarding costs and budgets of developmental plans.
The Secretary shall formally announce policy changes.
