The Security Council (or the Emergency Council) was a council of five select players who oversaw the SMP and upheld rules on the 4th SMP; it acted as the de facto government of the 4th SMP.
The concept of the Security Council emerged from the planned government developed in the constitution for the 4th SMP; yet, this constitution was not completed before the creation of the SMP. Three days before the 4th SMP began, BBLB_YT, who operated and hosted the server for the SMP, formed a group of five players who had both previously participated in preceding SMPs and were trustworthy in those previous SMPs, to serve as the "Asian SMP Emergency Council." This preliminary title was later replaced with the title of the Security Council. BBLB_YT addressed this council regarding its purpose, stating that it would be used to discuss and vote on emergency matters or to decide the severity of a player's offense against the SMP rules. In essence, the Security Council mirrored the purpose of the UN's Security Council, which is "responsible for the maintenance of international peace and security."
The first item addressed by the council concerned the potential whitelisting of Brodman002. Initially, the council was concerned with the player and his "very sporadic" behavior. In the vote, the members voted 4-1 (reject-abstain; further inquiry). Despite the council's clear majority to reject the whitelisting, BBLB_YT further communicated to Brodman002 and eventually authorized Brodman002 "one chance" to play on the SMP. To help enforce this and overall server rules, BBLB_YT gave server operator permissions to Pickyman and NJay676_Games.
On day one of the 4th SMP, with the rise of War Threats by the Rizztopia faction, the council faced the next crisis. Due to the nature of the potential war threats involving multiple factions attacked by Rizztopia, the council swiftly ousted Bbens, a member of the Rizztopia faction, from the Security Council, as his membership might thwart measures enacted by the council (both in the voting process and relaying intelligence to the faction). A significant discussion took place after Bbens ousting of having equal representation of each faction within the Security Council. Before and after the ousting, the council maintained a diverse membership from different factions, including a player who was unaffiliated (Pickyman). On June 20th, in a narrow majority (3/5), it was decided that one member from each faction would send a representative to the Security Council (one from each team, then one from solo, which would expand the council to six players from five). However, the council never achieved six members during the SMP, as Bbens seat was later replaced by FrogPixel on June 23rd, bringing council membership to five.
